Notes of a Spectator
Kyoto, a Warning
Francisco José Bernal

The warming symptoms of our planet call the attention of the scientists that follow-up on this phenomenon. Nature’s tolerance has been exceptional, but it is evident that it will reach a limit. Climate changes that amaze human beings are gestating, and in a few years, this changes will be the world’ concern.

Kyoto is an intermittent light, it is a voice of alarm, the truth were said there and the consciousness of the world governors was awaken. Not al of the attendant countries in that historical event compromised themselves to save our habitat. Their interests are above life itself.

In presence of this scene, the global compromise of achieving solutions in order to protect the environment arises.

Rio: a compromise was established among all countries in the world in the sense that gas emissions that destroy the ozone layer must be reduced.

Kyoto: the main compromise is to reduce the energy consumption. It is appropriate to mention some data of the United States Energy Department in which is mentioned that a kilowatt/hour produces 600 grams of carbon dioxide. Therefore, by saving from 75 to 122 billions of kilowatt/hours, it reduces from 45 to 75 billions of Co2 kilograms.
Kyoto’s Protocol is a starting point on time and circumstances for the planet earth. It is not the moment to deliberate but for acting.

According to the Kyoto agreements, a compromise was established for the United States in which gas emissions should be lowered in a 7% under the polluting levels of 1990, considering as a deadline, the year 2010.

The countries that integrate the European Commission made the compromise in such reunion to reduce their pollutant emissions to an 8%.

In respect of developing countries, compromises were not established in order to reduce pollutant gas emissions but incentives for the same effects, such as the possibility to issue pollutant gas emission certificates. This certificates will be placed in the stock market.

The UN will be the one that verifies the authenticity of the pollutant drop in those countries that issue such certificates.

Currently, there are proven and recognizable technologies in order to reduce pollutant emissions, there is just an absence of having the politic will and an established culture in order to take advantage of them.
It is suitable to mention that there is a new multidisciplinary science: Tribology, science that studies wear arisen from friction and its associated effects. It takes into account other aspects of industrial machinery: design, the materials of the surfaces in contact, the application system of the lubricant, the lubricant, the atmosphere and in general, the operation conditions, all this with an end: energy saving, preserve transformation plant life and specially the environment protection.

The Society of Tribologists and Lubrication Engineers, Mexico City Section, has initiated in this country the dissemination of the science of Tribology.

Billions of dollars are wasted by industry in the world due to unscheduled shutdowns in transformation plants.

The environment protection is now a priority that exceeds he borders of a state.
The Hague, Rio de Janeiro and Kyoto agreements are a warning to the world.
